Here's the easy answer for you: Join PVP focused Factional Warfare (as opposed to those who only do it for LP). They'll teach you all there is to know. And if that's not to your liking, then join a newbie friendly pirate corp.
In any case I probably wouldn't go to Tama unless you had a sudden urge to die. Yes, you'll get a lot of fights that well, but most of the guys in there will be exactly those vets you want to avoid.
If you still would like to go it alone, then you need to do some planning before ever leaving your station.
Use the in-game map to mark out interesting low sec systems, and check the statistics for them. Check how much traffic the system has, and how many that loiter. Cross-check with DOTLAN. Also check zKillboard to see what kind of people are fighting within the system. Check out the level they're at (how old they are) and check out what fits they're using. Are there a lot of new players dieing? Chances are you can catch one too, however usually there will already be veteran players around profiting off the same thingGÇôand sooner or later you'll end up on that list too. But by knowing what you're getting yourself into before even going there, you're already stacking the odds in your favour.
Next, scout out the system before bringing your warship there. This can be done either with another character, or with your main in a shuttle, a noob ship or even your (no implant) pod. What kind of activity is there? What do people actually do in there? Of those who loiter, what's their main business in there? Find out and learn it!
The next thing to learn is basic combat behaviour, tactics and strategy. Learn how to find potential targets by using your d-scanner to check belts and anoms. Learn how close or far away you can go to ships before they get a point on you. Learn how to keep your evade getting pointed. To learn that you also have to learn the strengths and weaknesses of the ships that most often frequent the system. Learn how to approach while still keeping your transversal high, learn how to kite, and learn how to bait. Also learn how to fit your ship for what you're trying to achieve. A whole chapter could be written about each of these, and there's a ton of posts already written about both in here and on the net. Google is your friend.
Last of all, expect to die a lot in the beginning. However if you learn something new each time, it will still be well worth it. And if all else fails, crash the gate and escape...
